Well this one could be. Won't take an outboard (I think) but I got a similar type of thing cost double a few years ago, but folds to a large suitcase, and can be carried and stored easily. Strong enough to carry 2 people safely.
I would take great care going into flooded rivers or canals though. Chap at Torksey drowned when he fell out. I was told a contributary factor was he was wearing chest waders, that were full of air, and held his head under.......however apparently if you fall over wearing waders, the thing to do is to just lie on your back, until you float to the side, and shallow water, where you should be able to stand up.
But I've used mine on numerous occasions for all sorts.......especially useful if you are somewhere that requires getting to the hull of the boat. I've used it to get stuff off the prop for instance. And was pleased to have it with me regarding the ice incident, which required me to work at almost water level.
